In 2009, a real breakthrough took place in the largest city of the Far East - at the initiative of the deputy of the Legislative Assembly Yuri Stepanchenko on the basis of a public organization“On social and psychological support of the families of Primorsky Krai”, the School of foster parents began to work. It became the first and at that time the only organization in the region that began to provide assistance to people preparing to accept a step-child into their family. The appearance of such a School in Vladivostok was in many ways ahead of its time - literally three years later a federal law was adopted, and in order to become a foster parent, you must first undergo special psychological training. The head of the newly formed School was Lyudmila Konstantinovna Mirgorodskaya, director of the public organization “For social and psychological support of families in Primorsky Krai”.
